AN ORDINANCE ADOPTING CHAPTER 1.08 COUNCIL RULES; CHAPTER 1.12 COUNCIL NOMINATION PROCEDURE; CHAPTER 1.16 PLANNING COMMISSION RULES; CHAPTER 1.20 MUNICIPAL COURT; CHAPTER 1.24 ELECTIONS; AND CHAPTER 1.28 CITY ADMINISTRATOR; OF TITLE 1, GOVERNMENT, OF THE YAMHILL MUNICIPAL CODE; AND DECLARING AN EMERGENCY.

THE CITY OF YAMHILL ORDAINS AS FOLLOWS:

SECTION 1. There is hereby added to the Yamhill Municipal Code, Chapter 1.08 Council Rules; Chapter 1.12 Council Nomination Procedure; Chapter 1.16 Planning Commission Rules; Chapter 1.20 Municipal Court; Chapter 1.24 Elections; and Chapter 1.28 City Administrator; of Title 1, Government, as shown in "Exhibit A" hereby attached, and incorporated within this Ordinance.

SECTION 2. This Ordinance hereby supersedes the following Ordinances. Ordinance Numbers 2, 210, 219, 243, 300, 301, 309, 313, 347, 355, 369, 370, 400, 402, 410, 418, and 419. Any other ordinances or parts of ordinances dealing with the establishment and enforcement of Government, of the City of Yamhill, that are in conflict herewith, are hereby repealed.

SECTION 3. Emergency Clause. This Ordinance being necessary for the immediate preservation of the public peace, health and safety of the City of Yamhill, Oregon, an emergency is hereby declared to exist and this Ordinance shall be in full force and effect immediately upon passage. The emergency being for the uniformity of reference by city personnel, as well as any applicant; uniformity as to citations into the Municipal Court; and due to the fact that the Yamhill Municipal Code is already in use.
